Every day (while it is in session), Congresses passes thousands of pages of laws affecting millions of people. Most of these pages not even the legislators read. Most of the laws are obscure, in the sense that they will never hit the news or make the water cooler. How, historically, have these laws been disseminated and communicated to the people they affect? Let’s take a specific example: You are a small business owner. Congress passes some law that requires you to do something — maybe it’s an HR issue, maybe it’s a safety issue, maybe it pertains to something you sell, who knows. How do you find out that such a law has been passed?

Is there a clearinghouse that digests all the laws and communicates the information to those who are interested? E.g., is there someone who will tell me when anything is passed that pertains to handling ammonium nitrate, or to retail sales, or to residential wiring? Or is it all hit and miss?
Yeah, laws are published, but how many people to do you know sifting through thousands of pages of laws to find something that pertains to them? Do you really think your local gas station owner takes four (or ten) hours out of his week to review all the state and federal laws that have recently been passed?

My husband is looking for a better career that he can work for the rest of his life. He is 27. He went to Brooks College and is currently working through a temp agency for Zoo News! He has experience in retail, administrative, and accounting. He has a vast knowledge of anything media related (music, books, movies, etc). We have 2 children and want at least one more in the future so that plays a big part in him being home at least SOME of the time. He has been looking into the military and has applied for the Navy, and the Border Patrol. He is waiting on paperwork for the Navy (his dad was in the navy, brother is a marine). He only has the physical test for border patrol left, so he is almost accepted (5 out of 150 people made it this far). A lot of people tell him to look into the Air force. He says he is afraid of heights and that’s why he won’t look into it, but I keep telling him he might not have to be on a plane. We are in escrow, for a house so we need to stay in San Diego. Help?

The city I live in is having a huge ice storm. The driving conditions are horrible and there are several thousands of people without electricity because of the ice. My fiance works at a retail store. I asked him to call in because I didn’t want him on the road and the news was advising people to stay home unless they absolutely had to get out. My fiance NEVER calls in to work and is very reliable. So he calls in and they tell him too many people have called out already and he has to come to work. They have hardly any employee’s there and no customer but insist on keeping the employee’s who did come to work as late as possible. They close at 9pm and it is now 10pm and they haven’t let anyone leave yet. Keep in mind the ice storm is still continuing and driving conditions are getting worse. Is business and money more important then the safety and lifes of others?
